What to do if You Don’t Have Your Password to Portugal’s Finance Website (Portal das Finanças)

A common problem that we find with people who are starting independent work in Portugal (for example, as a freelancer or renting a short-term rental) is that they don’t have the credentials to log into their own Finance Portal. This guide explains how to recover Portal das Finanças password and regain access to your account.

This is a big problem, because without this, you’re not able to record your income, submit your IRS declarations, and other very important items – in fact, Elevate can’t support you as a client if you don’t have your credentials.

Common Reasons You Can’t Access Portal das Finanças

This issue typically falls into two categories: your address is up to date with the Tax Authority, in which case you just need to request a new password, OR the Tax Authority has an old address (or the address of your fiscal representative), in which case you need to update your address before doing anything else.

If you find yourself in this situation and are unsure how to recover Portal das Finanças password, the steps below will guide you through the process clearly.

How to Recover Portal das Finanças Password

Scenario #1: Your Address is Up to Date, and You Need to Request a New Password

Lost your password? Never received it? This is extremely common. Here is how to get a new one.

Option 1: Request a New Password by Post

  1. Go to the Portal das Finanças login page
  2. Click “Recuperar Senha” (Recover Password)
  3. Enter your NIF
  4. A new password will be sent to the address registered with the Tax Authority

This is where it gets tricky — the new credentials will be sent to whatever address is on record with the Tax Authority.  This could be somewhere you lived in the past, your old fiscal representative, etc.  Either way, if you can’t get the mail from that location, this won’t work for you. Option 2: Request in Person at a Finanças Office

Go to any Finanças counter with your passport or ID and ask them to issue a new access password. Like it mentioned in Option 1, they will send a letter to the address listed with the Tax Authority, so you may need to update your address BEFORE they request a new password.  Be sure to bring a proof of address document (an electric, water bill, or other utility bill) in order to make the change.

Again — confirm the address on their system before you leave.

Scenario 2: Your Address Is Not Up to Date — The Most Common Problem

This is the scenario that catches most people out. If you have moved, or if your address was never correctly registered (common for non-EU citizens whose NIF was registered to a fiscal representative’s address), any password letter sent by the AT will continue to be sent to that address, so you won’t receive it.

Step 1: Update Your Address First

Before requesting a new password, you must update your address with the AT. You cannot do this online without already being logged in — so if you’re locked out, you need to do it in person.

Visit a Finanças office with:

  • Your passport or ID
  • Proof of your current address — in most cases they require a recent utility bill
    • If you don’t have a utility bill in your name, you need to do one of these things before going to the Finanças office:
      • If you’re from the EU: Go to your local Camara and request a CRU (Certidão Residencia União Europeia) document.  
      • If you’re from outside the EU: Take two of your neighbours in Portugal (who have their proof of address) to the local Freguesia office and request a Proof of Address document

Ask the Finanças representative to update your morada fiscal (tax address) on the system. Confirm they have done so before leaving — ask them to show you the address in the system.

Step 2: Request a New Password

Once your address is updated, request a new password. The letter typically arrives within 5–10 working days.

What If You Don’t Have Proof of Address and Can’t Get a Proof of Address?

This is a genuine obstacle for people who have recently moved, are staying with friends, or are in temporary accommodation. In this case:

  • signed letter from your landlord or host confirming you reside at the address, accompanied by a copy of their ID, is often accepted — but this varies by office and officer.
  • Some offices will accept a lease agreement even if it’s short-term – but again, this varies by office and officer, and usually needs to be a lease agreement that has been registered with the tax office by the landlord.
  • If you are registered with the SEF/AIMA (immigration authority), your registration document may serve as address proof.

When in doubt, call the AT helpline (217 206 707) or visit the office in advance to ask what they will accept before making the trip.
